BILL ASSISTANCE AND ARREARAGE FORGIVENESS PROGRAMS

BE ADVISED that the application period for the New Jersey Department of Community Affairs’ Low Income Household Water Assistance Program (LIHWAP) is now open.  This federally funded program provides financial assistance to eligible low-income households to reduce the balances on their residential water and sewer bills.  LIHWAP will provide benefits directly to water and sewer service providers on behalf of residential customers.  The assistance can be used, in order of priority, to:

  • restore services where services have been terminated and pay reconnection fees and other charges accrued due to a disconnection;
  • avoid service disruption for those residential customers who are in danger of disconnection (i.e., received shut off notices or have past due balances) and to help them afford bill payment going forward; and
  • support those household customers who are current in their bills but might be in danger of falling behind in the near future.

Priority will also be given to families with elderly or disabled household members and/or with children under the age of five, no matter which category they fall into.

To be eligible for LIHWAP assistance, applicants must be water/sewer bill holders who are responsible for paying their water and sewer bills directly to the water/sewer provider.  Also, applicants’ total gross household income must be at or below 60% of the State Median Income ($6,439 a month for a family of four).  Participants in the Low-Income Home Energy Assistance Program (LIHEAP) are automatically eligible for LIHWAP assistance so long as they are water/sewer bill holders. The LIHWAP frequently asked questions webpage, available at https://njdca-housing.dynamics365portals.us/lihwapfaq, has additional information about maximum income limits and other items.

People can apply online through the DCAid application portal at https://njdca-housing.dynamics365portals.us/en-US/dcaid-services/.  Those without computer or internet access can call 1-800-510-3102 to be directed to one of the community action agencies for assistance with starting, completing, and submitting an application online.

Things to Know Before The Snow!

SHOVELING

  • Be careful when shoveling snow. Pace yourself. Do not shovel for more than 15-20 minutes at a time and allow an equal amount of time to rest before returning back to work.
  • The only way to plow snow is towards the side of the street, inevitably this will mean snow will be pushed up onto the end of your driveway. Yes, it is inconvenient but it is a reality of snow removal. It means that the end of your driveway may get plowed back in as the road crews tidy up the roads. This is not done intentionally but cannot be avoided. The Township is not responsible for opening individual driveways up.
  • Residents and business owners with sidewalks on their property are responsible for the maintenance of that sidewalk, including snow removal. This is important so that everyone has a safe place to walk.
  • If you have a fire hydrant on or near your property please give our volunteer firefighters a hand and clear the snow around the hydrant. It is greatly appreciated, and in the case of an emergency, just might help save your home or that of your neighbor!
  • When removing snow from your sidewalks and driveways please do not throw it, blow it or plow it back into the street. This makes the DPW’s job more difficult. Pushing/plowing snow onto Township roads is prohibited. Please advise your contractors. This could create an unnecessary safety hazard.
  • Be sure to clear snow away from dryer and other utility exhaust vents and make sure you have a functioning carbon monoxide and smoke detector in your residence or business.
  • Before starting your vehicle be sure to remove snow from around your automobiles exhaust pipe. Failure to do this will cause a buildup of carbon monoxide within your vehicle. Removing the snow from the top of your vehicle is important as well – failure to do this can cause an accident with flying and blowing snow behind you as you drive and is against the law.

PLOWING

  • Please DO NOT call the police department or dial 9-1-1 asking about the status of plowing on your street.
  • Don’t be surprised if one side of your road is plowed and the other side not for a considerable time later.  DPW plows the center of the roads for passage and will come back as weather permits and will plow curb -to-curb. This is done per plan and is a way to plow the route in the shortest possible time.  The DPW will be back to complete the job once all the roads are opened.
  • To the extent that you can, please make certain that you keep vehicles off the road when snow is expected. This makes plowing more efficient and thorough.
  • If you park your vehicle at the end of your driveway, when snow is expected, make certain that your vehicle is back far enough so that it does not interfere with our plows.
  • When removing snow from your sidewalks and driveways please do not throw it, blow it or plow it back into the street. This makes the DPW’s job more difficult. Pushing/plowing snow onto Township roads is prohibited. Please advise your contractors. This could create an unnecessary safety hazard.
  • Although we are always very careful plowing the roads, some damage may occur to mailboxes when the wet, heavy snow or ice that is thrown by the plows hits the mailboxes. Township ordinance allows for up to $50.00 replacement or repair per mailbox. Please report any mailbox damage to us in writing or by phone within 36 hours.
